Our Team

Turlough O'Sullivan – Chairperson

Turlough served as Director General of IBEC from 2000-2009. He was a member of the Executive Board of Business Europe, the Council of the International Organisation of Employers, a member of the National Implementation Body, the National Economic and Social Council and a board member of the Labour Relations Commission.

 

Turlough is a company director and chairman and provides consultancy services in business strategy and organisation. He is involved in high level mediation and dispute resolution in public and private sector organisations. Turlough was educated at University College Dublin and The London School of Economics.

Miriam Maher – Managing Director

Miriam has been involved with Resolve Ireland from the outset. As Managing Director, she oversees all activities delivered by Resolve Ireland. Miriam has worked in the third-party practitioner area since 2012. She has extensive experience in Mediations, Investigations, Grievance Reviews, Appeal Hearings, Culture Audits, along with bespoke assignments on a wide range of workplace issues.

 

Along with these independent third-party services, Miriam also delivers a range of learning and development workshops, online and in person. Areas covered included Dignity @ Work, early resolution approaches and formal investigation procedures. Prior to this, Miriam was Head of HR for a multinational bank for over 11 years. 

 

She has a BA in Psychology from UCD and a MA in Counselling Psychology from UCC. Miriam is accredited by MII as a mediator, and a member of the CIPD.

Yvonne O’Sullivan – Associate

Yvonne O’Sullivan is a highly experienced HR professional who has held positions up to and including HR Director in various companies including Diageo, Leo Pharma and Ardmac. Her work with Resolve Ireland focuses on learning and development programmes as well as delivering third party independent assignments for clients. 

 

Yvonne began her HR career in IBEC where she advised member companies on all aspects of IR and HR and represented them at third party hearings including the Labour Court and Employment Tribunals. Yvonne has significant experience in dispute resolution, investigation, employee development and engagement.

 

Yvonne has a B.Ed. from the National University of Ireland and an MBA from the University of Ulster. She is also qualified in Myers Briggs personality profiling and FIRO_B assessment.

Ciara D’Arcy – Panel Member

Ciara is a highly experienced HR Director and executive coach, with over 20 years operating at executive level, in local and global roles across the tech, pharma and professional services sectors. 

​

Prior to setting up her own consultancy, Ciara was most recently HR Director for Accenture Ireland. She was responsible for all aspects of the HR function. Under her leadership, a talent strategy was designed and implemented, ensuring the people agenda was aligned with current and future business goals.

​

Before that, Ciara spent 10 years working with Google, operating across all streams of the business. 

​

Ciara had extensive expertise in employee relations and employment legislation and undertakes a range of investigative cases for Resolve Ireland.

Joe Culbert – Panel Member

Joe is a very experienced Senior Employee Relations Professional with a successful track record of managing employee relations and change in complex, multi-union environments in both the public and private sectors. He has a strong reputation for supporting leadership teams in managing IR/ER risks, managing ER / third party cases, generating ER solutions and promoting positive ER environments.

 

He has developed ER strategies and tactical solutions to support business and organisational change. He supports leadership and teams in managing change, optimising business performance while fostering a positive employee relations culture. He brings his extensive experience in managing complex Employee Relations cases and investigations to bear on the wide range of cases he undertakes for Resolve Ireland.

Steve Sands – Panel Member

Steve is a Fellow of the CIPD and an experienced HR professional, with over 25 years’ experience working in various industries including retail, construction, transport and the professional services sectors. He started his career in retail and later moved into the construction and aviation sectors advising on IR and HR issues and represented organisations at third party hearings including the Labour Court and WRC. 

 

Steve is currently an Adjunct Professor with the National College of Ireland and lecturer in Trinity College, teaching in a wide range of HR and business modules, including Equality, Business Strategy, Analytics and Human Resource Management. 

 

Now working as an independent third party practitioner, bringing his extensive knowledge of employee relations to bear on this area, Steve undertakes investigations and grievance reviews for Resolve Ireland.
